Dresden Station Units 1, 2, and 3 Response to Noncompliance Items Contained in Inspection Report Nos. 50-10/75-14, 50-237/75-20, and 50-249/75-16, NRC Docket Nos. 50-10, 50-237, and 50-249

Dear Mr. Keppler:

Mr. Fiorelli's letter to Mr. Lee, dated August 11, 1975, contained the above referenced inspection report.

Several items of noncompliance were contained in the report, but the transmitted letter required response only to items A.1 and A.2.

This letter provides the required response.

A.

Infractions 1.

Failure to sample the Unit 1 reactor coolant with the mode switch in startup.

Corrective Action Taken As the infraction was discovered during a review of the logs, after the incident had occurred, no immediate corrective action was possible.

j Corrective Action Taken to Prevent Recurrence During the period of the occurrence, the reactor was in the

" Hot Standby" condition, as defined by the Technical Specifica-tions, and was 'being held in that condition for completion of the repair to a motor-operated valve.

Also, the reactor coolant was in a stable condition, with coolant being neither added nor blown down.

For these reasons, Dresden Station believes that the intent of the Technical Specification was not v'iolated.

However, to avoid future violations, the operating engineers have

September 2, 1975 been instructed to review such operations and take the required action to insure that proper chemistry limits are maintained.

Failure to adequately evaluate events resulting in contamina-tion below the-ground surface.

Corrective Action Taken

.A surveillance program has been established for monitoring the existing contamination to insure that potential offsite dose effects are identified.

To assist in the evaluation of ground contamination near.the Unit 1 radwaste building, a well has been drilled east of the building to monitor water table and radio-activity concentration.

1 Corrective Action Taken to Prevent Recurrence Thorough surveys and evaluations will be performed if contamina-ting events should occur that could affect the health and safety of the public.

The surveillance program discucced in " corrective Action Taken" will provide suitable monitoring.

Date of Full Compliance Full compliance with the intent of 10 CFR 20.201(b) is now in effect.
