Dresden Station Unit 1 Response to Noncompliance Item Contained in Inspection Report No. 50-10/75-10 NRC Docket No. 50-10

Dear Mr. Fiorelli:

This response addresses the item of nonccmpliance set forth in your June 20, 1975 letter to Mr. Byron Lee, Jr.

This infraction was the operation of a Moyno pump in the Unit 1 radwaste area with-out approved procedures.

Corrective Action Taken The corrective actions taken relative to this infraction are:

1.

The operator has been disciplined.

2.

The Moyno pump power feeds have been physically disconnected and tagged "Out of Service".

3.

The critical valve in the system has been closed and tagged "Out of Service Corrective Action to be Taken to Avoid Recurrence No further corrective action is planned unless contractor operations involving the use of the Moyno pump should recommence nt a future date.

Should such operations be scheduled, a number of different corrective action alternatives will be considered.

These include:

1.

Mcving all controls for the subject pump into the contractor's facility, thereby eliminating routine access by Edison personnel to these controls.

2.

Modifying the controls to incorporate a key lock feature with the contractor having sole access to the key.

3.

Installing automatic level controls in the receiving tanks to shut off the Moyno pump before any overflow occurs.

Date of Full Comoliance Based on the above, full compliance has currently been achieved and means are readily available to insure that compliance is maintained in the future.

In addition, your letter to Mr. Lee made reference to our efforts to:

1.

Determine if a safety analysis has been performed to

" evaluate overflowing the resin and sludge tanks.

2.

Make core borings near the vaults to determine whether the vaults have leaked.

Our records do not show any safety evaluation relative to the overflowing of the resin and sludge tanks.

It is not the intent of the Station to use the vaults as routine ctorage facilities.

Once the vault is emptied, it will be maintained in a clean condition.

Engineering effort is being applied to design an adequate decanting system to replace the original system and to allow the system to work as originally designed.

Additionally, long range plans for handling Unit 1 solid radwastes are also being considered.

Until such plans are finalized and implemented, it is the intent of the Station to use the present system with a decanting system.

The core boring program, as initially contemplated, is com-

. plete.

Based on isotopic analysis of the cored samples, it is evident that the vault is not currently leaking.

Fhrthermore, our evaluation of the data indicates that all contamination in the solid backfill cround the vault is due to a surface spill at an undetermined time in the past.

No evidence exists which could be interpreted as indi-cative of vault leakage.
