Dresden Station Unit 1 Response to Noncompliance Items Continued in I.E. Inspection Report No.

75-010/75-05, NRC Docket No. 50-10

Dear Mr. Fiore111:

I.E. Inspection Re your letter dated April 28, port No. 75-010/75-05, transmitted by 1975, listed one infraction and two deficiencies.

Your letter indicated that corrective action for the infraction reviewed by the inspector was adequate and a response was not requi. red at this time.

Deficiency No. 1 The first deficiency concerned the lack of review of the jumper log and documentation of jumper removal.

Corrective Action The Unit 1 jumper log was reviewed and all outstanding jumpers were field verified to determine which were still in place.

The jumper log was updated to reflect the results of the field verification and also to include the most recent procedure.

The log entry for jumper 14-74, which was found insufficient in detail, #

was corrected to include the exact location and reason for the jumper.

Also, a note was placed in the Daily Operating Orders to the Shift Engineers reminding them of the importance of review and sign off of the jumper log surveillance.

These items were completed on May 8, 1975 Action to Prevent Recurrence Jumper log review presently is included in the Center Desk Surveillance routine.

The shift. supervisor sign-off for jumper log review will be transferred from the Center Desk Surveillance routine to the Unit Surveillance routines.

Thus, the shift super-visor will initial the jumper log review at each unit (i.e. Unit 1, 2, and 3).

This surveillance transfer will be completed by June 10, 1975 Date of Full Comoliance Full compliance with the procedures was accomplished by completion of the corrective action.

These items were completed on May 8, 1975 The actions to prevent recurrence will be completed by June lo, 1975 Deficiency No. 2 The second deficiency concerned the delay in reporting an unusual event for 43 days instead of the required 30 days.

Corrective Action Compliance with the reporting requirement was met with the submittal of the report, although 13 days late.

Action Taken to Prevent Recurrence The circumstances of the event, from its initiation until the internal deviation report was instituted, will be reviewed by station management, in order to establish a system so that the reporting of any similar events will be incorporated into the plant reporting routine.

Date of Full Compliance Full compliance was achieved with the submittal of the unusual event report.

The action taken to prevent recurrence will be completed by May 23, 1975 Your inspection report has been reviewed for proprietary data and none was identified.
