Dear Mr. Keppler:
Following is the reply to the item of noncompliance iden-tified in the Enforcement Items of the Summary of Findings section of the subject inspection reports dated April 23, 1976.
Infraction - Isolated Pressure Switch Discussion:
On January 2, 1976, Dresden Unit 2 was being shut down for a maintenance outage.
Reactor pressure was at 181 psig and all control rods were inserted when a scram was initiated by Pressure Switch 263-51B.
The function of PS 263-51B is to bypass the low vacuum scram circuit when reactor pressure is below 600 psig.
Sub-sequent investigation revealed that the instrument valve for 263-51B was closed.
The valve was apparently closed after the surveillance testing on December 12, 1975.
A review of the surveillance procedure (33-200-III) revealed that no space was provided on the data sheet to verify that the instrument valve is left in the open position.

Corrective Action:
The isolation valve for PS 263-51B was opened.

The problem was discussed with the Instrument Mechanic who performed the surveillance on December 12, 1975.

Procedure 33-200-III was revised to include a check

s off box to verify that the instrument valves are left open after the surveillance test.

A program is being initiated to review all similar type procedures within the Instrument Department to correct the check sheet deficiency.
It is estimated that the procedure review and change implementation will be completed by December 1, 1976.

The corrective action to avoid recurrence has been com-pleted.
