Commonwealth Edison Company respectfully requests that paragraph 4 of Section F. of Facility License DPR-2 applicable to Unit I at Dresden Nuclear Power Station be amended to provide

Paragraph 4 currently in effect requires the remov' 4@
disassembly and inspection of not less than two control rod drive mechanisms at intervals not to exceed sixteen months with the state-mont that it is anticipated that such inspections will be made during refueling outages.
Because the normal refueling cycle of Unit 1 is twelve to eighteen months, the requirement to remove and disassemble and inspect two drive mechanisms at sixteen-month intervals generally would not impose any undue burden.
However, because of the need which occurred at the time of the last refueling to replace all of the Type II fuel as well as the normal reload fuel, it is expected that operating cycle between refuelings, which commenced on W current say 29, 1965, can be extended into early 1967, or a period of approxi.sately nineteen to twenty months.
It may be anticipated that extended operating cyqles will be justified from time to time in the future.
In view of the continuous surveillance of the control rod drive mechanisms maintained during operating cycles, including the daily operation of each drive and periodic friction and scram tests

o Dr. Richard L. Doan 2-August 9, 1966 conducted pursuant to Section 4 of License DPR-2, as amended, and the confidence which has been gained in the reliability of drive operation, it is considered that the specified interval of sixteen nonths between routine inspections of drive mechanisms is not of sur.h significance as to justify interference with proper fuel utilization.
In this connection it will be noted that the proposal to permit the occasional extension of the interval between routine inspections does not alter or modify the operating procedures and limitations imposed to discover and investigate anomalous control rod behavior established by Section G. of License DPR-2, as amended.
