Dear Mr. Stolz:
In our meeting with you on May 2, 1978, concerning the Burnable Poison Rod Assemblies (BPRAs) at the Davis-Besse Nuclear Power Station Unit No. 1, we indicated that we would be inspecting the holddown latch assemblies for the BPRAs, and the possibility existed that we would be removing the BPRAs. We have decided to remove the BPRAs. The enclosed
" Davis-Besse Nuclear Power Station Unit No. 1 Attachment 1 to Amend Operating License for Removal of the Eurnable Poison Rod Assemblies" identifies the required technical specification changes, describes the pertinent safety analyses which have been performed, and identifies the testing which will be performed as a result of the BPRAs removal.
These technical specification changes are being requested on an emergency basis, because the technical specification changes required for opera-tional modes 3, 4, and 5, which are Fig. 3.1.1, page B 3/4 1-2, and Section 5.3.1, are needed by 5/28/78 2nd the remainder of the technical specification changes are needed by 5/31/78
'"he results of the Startup Test Program described in Attachment 1, Section 8, will be given in the update of the startup report. The next update of the startup report is due August 12, 1978.
The determination of amendment class and basis therefore, together with the remittance as required by 10 CFR, part 170, is also enclosed.
