Dear Mr. Whitley:
In response to your application dated July 26, 2019, as supplemented by letter dated November 1, 2019, the U.S. Nuclear Regulatory Commission has issued the enclosed Amendment Nos. 171 and 169 to Combined License (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The requested amendments consist of changes to a COL condition and Updated Final Safety Analysis Report (UFSAR) Tier 2 information. These amendments credit the results of the Pressurizer Surge Line Stratification monitoring completed on the AP1000 power reactor facility at Sanmen Unit 1, in China, for use in developing the licensing bases for VEGP Units 3 and 4.
Specifically, the amendments authorize changes to eliminate the performance of the Pressurizer Surge Line Stratification Evaluation first plant only test during the hot functional testing and first operating cycle by revising COL Condition 2.D.(2)(a)1 and UFSAR Subsections 14.2.5, 14.2.9.1.7, and 14.2.9.2.22.
B. Whitley A copy of the related Safety Evaluation, which includes the staffs evaluation of the amendments, is enclosed. The notice of issuance of the amendment documents included in this letter will be published in the Federal Register.
