DOCKET NO. STN 50-495 kapten Stone & Webster Engineering Corporation (S&W) has submitted a standa reference design described in Stone & Webster Standard Safety Ana 7 sis on eg t \g of Report (SWESSAR). SWESSAR describes a standard balance-of-plant design which is interfaced with four nuclear steam supply systems. As of this date, S&W has been issued three preliminary design approvals (PDAs) on SWESSAR with a fourth PDA awaiting issuance.

PDA-4 covering SWESSAR/RESAR-41 was issued or. May 5,1976, and will expire May 5, 1981. PDA-6 SWESSAR/CESSAR was issued on August 18, 1976, and will expire on August 18, 1981. PDA-8 SWESSAR/RESAR-3S was issued on March 31, 1977, and based on our request for extension will expire on March 31, 1982.

The NRC Statement on Standardization of Nuclear Power Plants issued August 22, 1978, stated that "The staff will continue its ongoing study in order to . . . consider other changes that might be made in the future to further enhance the utility and effectiveness of the program." The results of this study have, to date, not been made public. Nonetheless, we believe it appropriate to request that you increase the duration of referenceability of our PDAs to ensure the viability of the reference plant option.

This would be in keeping with the August 1978 NRC Statement on Standard-ization which stated that "... certain changes to the Conmission's stan-dardization program should be implemented, and that these changes can be i=plemented within existing regulations." One of the changes in the statement was the extension of the duration of re ferenceability of PDAs.

This was done "... because of the prevailing depressed market for nuclear plants" and the inability of the PDA holder to "... obtain a reasonable return on investment by use of its designs in one or more plants."

The Statement concluded that "We believe the actions being taken continue to be in the interest of public health and safety and will provide for a more practical standardization program of greater utility to both industry and staff,"

The Statement provides that "The staff will, upon request, inform a PDA-holder intending to request a PDA extension, of the specific matters that would be applicable to that specific design and which would need to be adcressed in the application."

S&W hereby applies for a two-year extension for our existing PDAs; namely, PDA-4, PDA-6 and PDA-8, and requests the staff to advise us of the specific matters that would need to be addressed as part of our application. We believe that an extension of these existing PDAs is preferable to submittal of a totally new SWESSAR application in the future because SRC Staff review of this additional material will be greatly expedited and your manpower requirements for such a review much reduced. It is our understandirig that you are considering similar action on other existing PDA's as expressed in ,

your January 14, 1981 letter to the Atomic Industrial Forum.

S&W also requests a status report and schedule for issuance of the PDA for SWESSAR/ BSAR-205 which has been pending issuance since 1978.
