Dear Mr. Heishman:
Toledo Edison acknowledges receipt of your December 23, 1980 letter (Log No. 1-456) and enclosures, Appendix A and report 80-29, referencing the deviation from Davis-Besse Nuclear Power Station Unit 1 Technical Specification 4.3.2.1.1.
This deviation is listed as a " Severity Level IV violation (Supplement I)" in Appendix A.
Following an examination of the item of concern, Toledo Edison herein offers information regarding the item of non-ccmpliance.
Deficiency: Technical Specification 4.3.2.1.1 requires that each containment pressure channel be tested on a monthly bases. The Functional Test shall include the exercise of the pressure transmitter.
Contrary to the above, the centainment pressure channels monthly Functional. Test did not include exercising the pressure transmitter in that Surveillance Test ST 5031.01, used to perform the monthly Functional Test, did not include this requirement.
Response (1) The containment pressure transmitters were not exercised on a monthly bases as required by T.S. 4.3.2.1.1.
(2) The cause of the violation was a procedure deficiency.

Docket No. 50-346 Page 2 Serial No. 1-181 Response (3) When the violation was discovered, Surveillance Test ST 5031.03 was performed on all four containment pressure transmitters. All containment pressure transeitters were found to be within the required calibration tolerance.
(4) Surveillance Test ST 5031.03 is being performed on a monthly bases to satisfy the requirements of T.S. 4.3.2.1.1.
(5) The Station was in full compliance with T.S. 4.3.2.1.1 at 2300 hours0.0266 days <br />0.639 hours <br />0.0038 weeks <br />8.7515e-4 months <br /> on November 17, 1980.
