Appendix A NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-237 Based on the inspection conducted on August 3 to September 6, 1980, it appears that certain of your activities were in noncompliance with NRC requirements, as noted below. This item is an infraction.
Technical Specification 6.2.B states, " Radiation control procedures shall be maintained, made available to all station personnel and adhered to.
These procedures shall show permissible radiation exposure and shall be consistent with the requirements of 10 CFR 20.
This radiation protection program shall be organized to meet the requirements of 10 CFR 20."
The Dresden Radiation Protection Manual states in part, "When radiation work involves raising radioactive materials in the pools above established radiation levels, uncovering contamiAated materials, valving or opening process lines, or disassembling radioactive equipment, Radiation Protec-tion shall be informed before the fact so that a proper evaluation of the radiological consequences may be made."
Contrary to the above, on August 12, 1980, the resident inspectors observed several licensee personnel working on a contaminated CRD pump without wearing adequate protective clothing and without the work area being properly posted.
Additionally, the inspectors determined that Radiation Protection had not been notified to perform an evaluation of the radiological consequences associated with this job. Further review by the inspectors disclosed that the Dresden outage or work request forms do not contain a requirement for workers to obtain Radiation Protection concurrence, when required, for a specific job.
