October 28, 1980 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--PNS-I-80-22 This preliminary notification constitute ~s EARLY notice of events of POSSIBLE national security or ouDlic interest sionificance.
The information cresented is as initially received witnout verification or evaluation and is basically all that is known by IE staff as of this cate.

Subject:
POSSIBLE THREAT TO SECURITY; FORCED OPENING OF VITAL AREA 000R On October 27,1980 at 1:30 PM the licensee found a door between the top floor of the Primary Auxiliary Building and the Fuel Building (wt.ich are both Vital Areas) to have beer, forcibly opened with its lock destroyed.
The door is maintained locked for vital area access accountability.
The door had been pried open with a crowbar or similar tool.
The door had been observed to be undamaged on the Midnight to 8 AM shift that day.
A search of the Fuel Building and contiguous areas was initiated at 2:00 PM and was completed at about 6:00 PM with no apparent facility damage or unauthorized personnel found.
The locked New Fuel Storage areas were undisturbed.
Visual inspection of spent fuel in storage did not identify any abnormalities.
Temporary repairs were made to the damaged door permitting it to be relocked.
It will be replaced on October 28, 1980.
The licensee is conducting continuous security tours of the Primary Auxiliary Building and contiguous areas to discourage or identify similar acts.
The licensee does not intend to refer the matter to the local law enforcement agencies or the FBI but is considering further investigation via a private investigation agency.
No press release is planned by the licensee or Regio, I at this time.
The Commonwealth of Pennsylvania has been informed.
The Senior Resident Inspector received notification of this occurrence by telephone from the licensee at 4:35 FM, October 27, 1980.
