Quality Assurance Program Approval for Radioactive Material Packages No. 0024 Revision No. 1
Dear Mr. MacDonald:
As required by Section 71.51 of 10 CFR Part 71, I am, by this letter, requesting that changes to the Hittman Nuclear & Development Corporation (HNDC) Quality Assurance (QA) program, described in the enclosed documents, be evaluated and the QA Program approval refer-enced above, be revised accordingly.
The major change in the HNDC QA program is the development of two separate programs ; namely a QA Program for the engineering, design, procurement, fabrication, and initial testing of radwaste systems and equipment as described in procedure HNDC-Q-001, the program description approved in reference (c) above and; a " Quality Assurance Program for the Use of Radwaste Shipping Packages", procedure HNDC-C-200, of which seven (7) copies are enclosed.
We feel that the development of a program solely for cask use will result in a more logical and effective application of QA requirements to the specific activities involved in operating, maintaining, repairing, and modifying our existing fleet of casks.
I would like to bring three items to your attention.
First, whenever procedure HNDC-C-100 is referenced within the enclosed program (HNDC-C-200), it is intended that procedure HNDC-Q-001, the presently app-roved quality assurance program, be consulted.
In the near future, procedure HNDC-Q-001 will be revised, retitled " Quality Assurance Program for the Engineering, Design, Fabrication, and Initial Testing of Radwaste Systems and Equipment", and renumbered HNDC-C-100.
Secondly, we are requesting that the conditions of the Program Approval l

November 4, 1980 without prior approval from the Nuclear Regulatory Commission.
Theta revisions would be limited in that they would not change the scope or intent of the program.
Examples of such revisions are organizational and responsibility changes that do not cause con-cerns from a quality assurance standpoint, as well as changes in procedure titles.
Copies of the revised program will be submitted for your review at issuance.
Thirdly, we feel that you and your staff will agree with us that the enclosed program strengthens the approved ENDC QA program description because it applies specifically to cask activities and discusses HNDC/ User interfaces.
Therefore, we intend to begin implementation of this program immediately.
