4 This is in response to your letter dated November 7,1980, in which you requested, pursuant to the Freedom of Information Act, a copy of the proposal submitted by Woodward-Clyde Consultants under NRC Request for Proposal RS-RES-80-192.

During a telephone conversation between Betty Desmet of your firm and Linda Robinson on November 12, 1980, Ms. DeSmet agreed to accept a nonproprietary version of the proposal.

The proprietary information consists of the entire cost proposal and certain information in the technical proposal concerning personnel and company experience.

A copy of the requested record is enclosed.
