FEDERAL PROGRAM EVALUATION ACTIVITIES The Institute for Program Evaluation (IPE) of the U. S. General Accounting Office is conducting a study of factors affecting the quality of federal program evaluations. As part of this study they are collecting information, using questionnaires and interviews from federal departments and agencies about the activities of their evaluations units and about how they use evaluition reports. The results will be sumarized in a report to the Congress.
The IPE is soliciting data from all agencies reporting against requirements of OMB Circular A-117. " Management Improvement and the Use of Evaluation in the Executive Branch." The study focuses on and seeks details about one of the four reportable functions, namely, " Program Evaluation." NMSS, IA and MPA reported program activities in that function for the year FY 1980 for A-ll7 purposes. Those reports were consolidated into an agency reply and are contained in Attachment 1 for reference. The FY 1980 Authorization Act requires a report to Congress of an assessment of state radiological emergency response plans in which NRR and FEMA have joint responsibility (Attachment 2).
We need your help to complete the IPE questionnaire (Attachment 3 along with additional guidance). NMSS, IA and MPA should furnish as much of the data as feasible, while NRR should provide only a succinct statement of the NRC-FEMA interfacing responsibilities as they apply to the assessment of state's emergency response plans. Your reply is requested by October 17, 1980.
Lester Schaub (x27251) will provide assistance, if needed, and will consolidate the data into the NRC report.
