Dear Mr. Freedman:
I am writing in response to your letter to Mr. Vollmer offering to participate in the citizen monitoring program in the Three Mile Island area.
I regret that this answer to your letter has been delayed for so long. The accident and its consequences have created a substantial increase in the agency's workload, which has prevented me from responding to you as promptly as I would have liked.
The Department of Energy and the Ccanonwealth of Pennsylvania are sponsoring a monitoring program by 50 citizens in 12 comunities withh an approximate five-mile circle around TNI. The Environmental Protection Agency is responsible for coordinating offsite monitoring around TMI-2 and for compilation and dissemi-i nation of the resulting data. If you still wish to participate in the monitoring program, you should contact the Environmental Protection Agency, 100 Brown Street, Middletown. Pennsylvania.

With respect to the idea being considered for citizen monitoring of the radiation environment around Three Mile Island, please be advised we would be willing to cooperate in such a program.
We live approximately 17 line-of-sight miles from the plant and own approximately an acre in a semi-rural area.
I am a professional mechanical engineer with a masters degree.
While I have no nuclear engineering training, I have some experience in aetrology.
