Consumers Power Conpany does not agree that Ite: 1 of IE Inspection Report 60-OL for the Eig Rock Pcint Plant is an ites of nonco=pliance.

Our position is that Technic.al Specification 10.6.2.2.(d), which requires that an individual qualified in radiation protection procedures shall be onsite when fuel is in the reactor, has
