The Nuclear Regule'ory Commission (the Commission) has found that:

A.

The application for amendment by Portland General Electric Company, the City of Eugene, Oregon, and Pacific Power and Light Company (the licensee) dated September 30, 1980, complies with the stan-dards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Commission's rules and regulations set forth j

in 10 CFR Chapter I; B.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.

Yae issuance of this amendment is in accordar.ce with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied, i

O e 2.' Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragraph 2.C.(2) of Facility Operating Licensing No. NPF-1 is hereby amended to read as follows:

Jechnical Specifications The Technical Specifications contained in Appendices A and B, as revised through Amendment No. 52, are hereby incorporated in'the license.

The licensee shall operate the facility in accordance with the Technical Specifica-tions, except as noted in paragraphs 2.C.(10) through 2.C.

This license amendment is effective as of the date of its issuance.

Designated members (and alternates) shall have an academic degree in an enginee:ing or science field and in addition shall have a minimum cf 5 years technical experience of which a minimum of 3 years shall be in one or more areas given above.

ALTERNATES 6.5.2.3 All alternate members shall be appointed in writing by the Vice President Nuclear to serve on a temporary basis; however, no more than two alternates shall participate as voting members in NOB activities at any one time.

CONSULTANTS 6.5.2.4 Consultants shall be utilized as determined by the NOB Chairman to provide expert advice to the N0B.

MEETING FREQUENCY 6.5.2.5 The NOB shall meet at least once per calendar quarter during the' initial year of facility operation following fuel loading and at least once per six months thereafter.

QUORUM 6.5.2.6 A quorum of NOB shall consist of the Chaiman or his designated alternate and at least three members including alternates.

a minority of the quorum shall have line responsibility for operation of the facility.

9 ADMINISTRATIYE CONTROLS AUDITS 6.5.2.8 Audits of facility activities shall be perfomed under the cognizance of the NOB. These audits shall encompass:

The confomance of facility operation to all provisions a.

contained within the Technical Specifications and applicable license conditions at least once per 12 months.

b.

The perfomance, training and qualifications of the entire facility staff at least once per 12 months.

The results of all actions taken to correct deficiencies c.

occurring in facility equipment, structures, systems or method of operation that affect nuclear safety at least once per 6 months.

d.

The performance of all activities required by the Quality Assurance Program to meet the criteria of Appendix "B",

10 CFR 50, at least once per 24 months, The Facility Emergency Plan and implementing procedures at e.

least once per 24 months.

f.

The Facility Security Plan and implementing procedures at least once per 24 months.

g.

Any other area of facility operation considered appropriate by the NOB or the Vice President Nuclear.

The Facility Fire Protection Program and implementing procedures at least once per 24 months.

An independen't fire protection and loss prevention program inspection and audit shall be performed at least once per 12 months utilizing either qualified offsite licensee personnel or an outside' fire protection finn.

j. An inspection and audit of the fire protection and loss prevention program shall be performed by a qualified outside fire consultant at least once per 36 months.

AUTHORITY 6.5.2.9 The N0B shall report to and advise the Vice President Nuclear on those areas of responsibility specified in Sections 6.5.2.7 and 6.5.2.8.

ADMINISTRATINE CONTROLS RECORDS 6.5.2.10 Records of NOB activities shall be prepared, approved and distributed as indicated below:

ADMINISTRATIiE CONTROLS 6.7 SAFETY LIMIT VIOLATION 6.7.1 The following actions shall be taken in the event a Safety Limit is violated:

A Safety Limit Violation Report shall be prepared. The report shall be reviewed by the PRB. This report shall describe (1) applicable circumstances preceding the viola-tion, (E) effects of the violation upon facility components, systems or structures, and (3) corrective action taken to prevent recurrence.

d.

The Safety Limit Violation Report shall be submitted to the Commission, the NOB and the Vice President Nuclear within 14 days of the violation.

6.8 PROCEDURES 6.8.1 Written procedures shall be established, implemented and main-tained covering the activities referenced below:

Surveillance and test activities of safety related equipment.

6.8.2 Each procedure and administrative policy of 6.8.1 above, and changes thereto, shall be reviewed by the PRB and approved by the General Manager prior to implementation and reviewed periodically as set forth in administrative procedures.

' ADMINISTRATIVE CONTROLS 5.1 Organization. Review and Audit 5.1.1 Specification 5.1.1.1 Organization 5.1.1.1.1 Management organization The Plant General Manager shall be responsible for the safe operation of the facility. The Plant General Manager shall report to the Vice President Nuclear.

The relationship between these individuals and other levels of Company management is 5

shown in Figure 5-1.

5.1.1.1.2 Plant Organization,

The plant organization necessary to assure operation of the plant in a safe manner shall conform to that shown in Fig-ure 5-2.

Qualifications with regard to education, experience and technical specialties of supervisory and professional personnel will meet the minimum acceptable levels described in ANSI N18.1-71, " Selection and Training of Ndelear Power Plant Personnel", dated March 8, 1971.

Retraining and replacement training of these personnel shall also be in accordance with this standsrd.

5.1.1.1.3 Staffing Upon initial loading of fuel in the reactor vessel, the following staffing policies will become applicable:

Any occurrence of exceeding a limiting condition for operation shall be reported immediately to and investigated by the Plant General Manager or

each occurrence, by telephone and telegraph, within 24 hr. of the occurrence. A written report shall be submitted within one week of the occurrence to 4

the Director of the Regional Inspection and Enforce-ment Office (copy to Director of Nuclear Reactor

, Regulation).

5.3 ACTION TO BE TAKEN IF ENVIRONMENTAL SURVEILLANCE PROGRAM REPORT LEVELS ARE VIOLATED 5.3.1 Specification 1.
