Dear Governor Brennan:
Thank you for your letter of September 9,.1980 regarding the State's preparation of an emergency response plan for the Maine Yankee facility at Wiscasset. We appreciate your giving this matter your personal attention and thank you for providing an opportunity for members of the Nuclear Regulatory Commission's emergency planning staff to meet with your newly appointed Nuclear Safety Advisory Committee. This contact will be invaluable and will ensure a clear understanding of positions and problems. Mr. McKenna and another member of the Emergency Planning Program Office will plan to meet with your Advisory Committee this month as you requested. And, if possible, Mr. Brian Grimes, Director of Emergnecy Preparedness, will also be available. Mr. McKenna may be contacted at,301/492-7939 to make specific arrangements.
As you know, the Federal Emergency Management Agency (FEMA) is responsible for reviewing the emergency plans of State and local authorities in the environs of a nuclear power plant. Upon completion of its review of the emergency response plan for the Maine Yankee facility, FEMA will provide its findings on the adequacy of the plan to NRC.
NRC will then make the final licensing d ~ision as to the overall acceptability of emergency i
preparedness of the Maine Yankee nuclear power plant and the surrounding l
environs.
FEMA, therefore, should also be consulted as part of the i
State's emergency planning process.
