Dear Sir:
Boston Edison Company hereby requests temporary relief from the Limiting Conditi. 7 of Operation delineated in pilgrim Nuclear Power Station Technical Specification Section 3.5.B concerning operability of the Salt Service Water System.
The reason for this request is as follows:
The original seismic analysis for the Salt Service Water System took credit for a seismic anchor located beyond the outboard isolation valves.
The seismic anchors in this case are the screen wash pumps. However, recent analyses for adequate tornado missile protection has revealed that this anchor point extends beyond the missile protected area, thereby jeopardizing operability of the SSW should a tornado induced missile impact at this anchor point.
Analysis concerning the results of this impact upon the redundant SSW train continues.
A reanalysis of the lines with the seismic anchors re-located inside the tornado missile barriers was performed and determined as the corrective fix.
Implementation of these corrective modifications has begun and estimated to be completed by 11-7-80.
As an interim measure, a temporary operating procedure has been implemented and shall remain in effect until these modificatiens are completed.
This procedure requires the facility to be imediately shut down in the event a Tornado Warning in the imediate area is issued.
