STN 50-519 STN 50-520 STN 50-521 The Hartsville Nuclear Plants (HNP) Construction Permit Nos. CPPR-150, CPPR-151, CPPR-152, and CPPR-153 contain the requirements for performing construction effects monitoring at HNP to determine any effect from plant construction on the water quality or aquatic biota of the Cumberland River. These requirements are found in the above-listed construction permits, Attachment B, Part II, entitled Construction Monitoring.

Several requirements of Part II, Special Construction Effects Monitorine Study, were deleted after submittal of the results of a first year of study to the NRC in a letter from J. E. G111 eland to Roger S. Boyd dated August 23, 1977. A modification of the aquatic construction effecte monitoring program was provided to TVA in a letter from William H. Regan to Godwin Williams, Jr., dated November 15, 1977. TVA submitted the results of moond year of construction offsets monitoring in a letter from J. I 1.and to Roger 8. Boyd on February 2,1979. At that time TVA concluces that the requirements which were specified in the construct-ion permits hat.' been ocapleted. NPDES Permit No. TN0027740 was issued by the EPA on December 31, 1978. This permit established appropriate effluent limitations along with corresponding monitoring and reporting provisions to ensure the continued protection of the aquatic environment.

Additionally, by a copy of a letter dated October 1,192 J, from M. T.

El-Ashry to Sanford W. Harvey of the EPA, the NRC has received a report entitled *Bartsville Nuclear Plants: Primary Water Quality Monitoring Report.' This repcrt summarizes water quality monitoring data at HNP from the period of 1974 to 1979 and was submitted to EPA as required by Part III, Section D., of the NPDES permit. The report should also be sufficient to meet the requirements of Part II A, Primary Water Quality Monitoring, of the BNP construction permits.

We understand from previous discussions with members of your staff, that a construction permit of this nature is administrative and does not involve a significant hazarda consideration.

In aceerdance with t% requirements of 10 CFR Part 170.22, we have deter-mined this proposed amendment to be Class III for unit 1, and Class I for units 2, 3, and 4.

Thess classifications are based on the facts that the proposed amendments involve a single environmental issue whleh does not involve a significant hazard consideration for unit 1, and the proposed amendments for units 2, 3, and 4 are duplicates of the unit 1 proposed amendment submitted by this letter. The remittance for $$200 ($4000 for unit 1, $1200 for units 2, 3, and 4) la being wired to the NRC attentions Licensing Fee Management Branch.
