Arkansas Power and Light Company-ANO Units I and 2 Docket Nos. 50-313 50-368 NOTICE OF VIOLATION Based on the results of an NRC inspection conducted September 2-5, 1980, it appears that certain of your activities were not conducted in full compliance with NRC regulations and the conditions of your licenses (DPR-51 and NPF-6) as indicated below:

10 CFR 50, Appendix B, Criterion V, requires that " Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings."

This requirement is amplified by Section 5.2.4 of the licensee's Quality Assurance Manual for Operations which states that supervisors are responsi-ble for assuring that personnel under' their supervision adhere to approved procedures and instructions.

Section 6.3.12 of Procedure 1000.02 requires that the Plant Safety Committee (PSC) review QA audit reports.

Contrary to the above, the PSC had not reviewed the audit reports or the associated audit finding reports for six of the seven QA audits that were reviewed by the_ inspector.

This is an infraction.

Section 5.1 of QA Procedure ANO-14 requires that an audit finding j

report (AFR) be issued for each' checklist finding of " unsatisfactory."

Contrary to the above, the six deficiencies identified in the five checklists'of audit No. E 80-4 (March 1980) were documented on a single AFR'(No. LA-209).

This is'an infraction.
