STATUS REPORT, UMTRCA GRANT

Reference:

June 9, 1980 memorandum from Ryan to Holman All grants have been awarded in the amounts identified in the reference memorandum, copy attached. All States have now submitted the required semiannual report.

California received a total award of $50,000: $33,000 for preparation of legislation, regulations and procedures; $6,000 for training and $11,000 for equipment.

(The equipment funds were only granted on June 30.)

California has been slow in staffing to perform the work under the grant.

As of the end of June, they had spent only the $1,232 to send one staff person to Bethesda for training. The State reports:

" Current activities of(industrial) uranium progransin California can be characterized as holding actions."

Colorado received a total grant award of $95,000: $47,775 for the preparation of legislation and regulations and development of administrative procedures;

$8,250 for training and $38,975 for equipment.

(Theequipmentfundswereonly awarded on June 30.) As of June 30, the State had spent about 25% in the first category, 59% of the training funds and 1% of the equipment funds. The State has provided reviews of its legislation and regulations to NRC. Further i

review awaits pending changes in NRC regulations.

i Nevada has thus far spent none of its authorized funds ($14,100), but does plan to use its training grant of $3,000 to send one person (Vaden) to the December mill course here. There is no mill application currently pending or scheduled in Nevada.

I New Mexico received a total grant award of $133,900: $24,722 for preparation of legislation, regulations and administrative procedures; $7,338 for training;

4 G. Wayne Kerr 2-h and environmental monitoring. As of June 30, 32% of the training funds and 26% of the legal funds had been spent. The initial made in April (most others were awarded in January) grant to New Mexico was and the equipment and environmental monitoring portion was awarded on June 30.

Oregon's initial grant of,$44,000 (12/28/75) was increased to $47,000 on June 30, 1980:

$22,591 for development of legislation, regulations and procedures; $10.874 for training; and $13,535 for equipment. As of 5/31/80, i

34% of these funds had been expended. The development of the regulations and procedures is judged to be about 80% complete. Final evaluation depends on the completion of the NRC criteria and the adoption by NRC of its regulations. Staff training is about 30% complete. All contemplated equipment purchases have been made.

Texas received a total award of $80,000: $36,506 for preparation of i

legislation and regulations; $8,200 for training and $35,294 for equipment.

(The equipment funds were only awarded on June 30.) As of July 31, 20% of the funds had been expended.

A State freeze on hiring delayed the availability of an attorney until May 1.

Legislation and regulations will be drafted by December 31. Two State employees have taken the NP.C mill course.

Washington received a total award of $80,000:

$31,594 for preparation of legislation and regulations; $3,226 for development of administrative procedures; $9,380 for training and $35,800 for procurement of equipment.

(The equipment grant was not made until June 30.) A corrected report on funds expenditure has not been received.

The regulations and legislation have been revised and reviewed and only await review in the light of NRC's revised criteria and amended regulations.
