We have received copies of the Board's October 22, 1980 letter from the Secretary to the Board to Steven C. Goldberg, Mr. Goldberg's letter of October ~27,1980 in response, and the Board's Memorandum and Order of October 28, 1980, all concerning the delegated authority of L. S. Rubenstein to issue the notice of opportunity for hearing in this matter.
As noted in the Memorandum and Order, the matter was raised by the Board sua sponte.
It has not been addressed in, any of the briefs or arguments of any of the parties.
Porter County Chapter Intervenors, as parties to these proceedings, welcome the opportunity to offer the Board whatever assistance our N S / o.
