_- ' :ES October 31, 1980 Mr. J. G. Keppler, Regional Director Office of Inspection and Enforcement, Region III U. S. NUCLEAR REGULATORY COMMISSION 799 Roosevelt Road Glen Ellyn, Illinois 60137

Dear Mr. Keppler:

DOCKET NOS. 50-266 AND 50-301 FURTHER RESPONSE TO IE BULLETIN 79-14 POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 IE Bulletin 79-14 requires licensees to verify that the as-built safety-related piping systems conform to the as-designed seismic analysis and acceptance criteria. This letter provides a progress report on our program in response to the items in the Bulletin. This report is our seventh submittal regarding Bulletin 79 ',4 and supplements our previous responses.

The current status of our program is as follows:

a. The number of piping isometric drawings has increased to 121 from 118. .
b. For these 121 drawings and as of October 17, the detailed piping stress analysis has been completed for 105 piping isometric drawings (86%), the pipe support analysis and design effort have been completed for 78 drawings (64%), and 76 drawings (62%) have been released for record purposes or issued for construction by Bechtel Power Corporation.
c. On June 16 and 17, Mr. I. Yin of Region III conducted a followup inspection of our program in Sechtel's San Francisco offices.

f)37 While there were subjects which required 5 further effort and clarification, no items of noncompliance were identified during the /I inspection.

Mr. J. G. Keppler October 31, 1980 The piping isometric drawings that have been released by Bechtel have required an average of about 3.8 physical repairs per drawing. These repairs can be summarized as follows (utilizing the repairs required for 67 piping isometric drawings) :

- Shim one or more support gaps - about 35%

- Install steel to convert deadweight supporta to rigid hangers - about 24%

Install new support - about 15%

Other reasons - about 10%

Attached hereto is an updated analytical schedule for all of the piping isometric drawings which have not yet been released or issued for construction by Bechtel. The present schedule indicates that the remaining analysis and design effort would be completed by early January 1981. Subject to completion of the analytical effort and procurement of needed materials, we expect to complete our program during the Spring 1981 Unit 2 refueling outage. Accordingly, we anticipate that our next report will be submitted in June 1981. If you require any additional information at this time, please contact us.

Very truly yours, C. W. Fay, Director Nuclear Power Department Attachment Copies to: Office of Inspection and Enforcement Division of Reactor Operations Inspection Mr. A. Schwencer, Chief Operating Reactors, Branch 1 NRC Resident Inspector Point Beach Nuclear Plant
