Testing of Emergency flotification System Docket 70-25 fluclear Regulatory Commission IE Bulletin 80-15 describes a number of aci.icns to be taken by all licensees with emergency notification systems ( EliS ). This letter will provide our written report to describe the 'esults of the reviews and testing required by the items in the IE dulletin which was dated June 18, 1950, and received at the Energy Systems Group on June 20, 1980. lur actions to comply with the requirements of the bulletin are summarized below. 1. The Ells at the Energy Systems Group was verified by direct inspection by a Pacific Telephone representative to be powered in the manner described in Enclosure 1 to the IE Bulletin. This verification was completed c.; June 27, 1980. 2. The test to verify that all extensions of the Ef1S located at the ESG facility would remain fully operable from our facility to the f1RC Operations Center in the event of loss of offsite power to our facility was developed and conducted by two representativec of the Pacific Telephone Company. This test was conducted on July 23, 1980. 3. An Administrative Directive to require notification to the f1RC Operations Center by commercial telephone or relayed message within one hour of the time that one or more of the extensions of the Ef15 8011060422 b

A copy of this directive is enclosed for your information. As requested in your letter of transmittal of June 18, 1980, we also wish to report that the conduct of the review and the preparation of the reports required by Bulletin 80-15 are estimated to have required 10 man-heurs of effort.
