Nuclear Regulatory Commission Offico of Inspection and Enforcement Region 1 631 Park Avenue King of Prussia, Pennsylvania 19406 NRC INSPECTION REPORTS 50-354/80-04 AND 50-355/80-04 NO. 1 AND 2 UNITS HOPE CREEK GENERATING STATION PSE&G responded to the report of your inspection conducted on March 31-April 30, 1980 on July 21, 1980.
Please supplement the Reply to Infraction, section one, on page two of that correspondence with the following:
"It should be noted that the responsible QCE was knowledgeable of the specific requirements as related to free fall of concrete, but not able to implement established procedures with the responsible Field Engineer due to the absence of the Field Engineer from the concrete placement.
The RFE has authority to increase the dropping of concrete over six feet in areas of placement conjestion.
The amount of concrete involved was minor and the time frame for placing same was ahort.
These conditions precluded the QCE from prcper resolution of the nroblem in a timely manner."
