OCTOBER 1, 1980 MEETING REGARDING OPERATING LICENSE REVIEW The purpose of the meeting was to hear and discuss applicant's plans for high density fuel storage at Fenni 2. is a list of attendees. is a prelir.inary copy of the applicants report in high density spent fuel racks for the Fermi 2 plant. Dr. K. P. Singh, Vice President-Engineering, for the Joseph Oat Corporation (applicant's consultant) summarized the design bases and structural analyses of the spent fuel racks, criticality analyses, and natural convection cooling analyses. Mr. W. Street, Associate Project Engineer for Detroit Edison, sunnarized the structural analysis of the concrete pool and metal liner. Mr. W. A. Eberly, in Engineered Safeguards, for Stone and Webstar, described the consequences of loss of pool cooling and pool boiling. Enclosure 3 provides a copy of slides used in the pre-sentation.
The poison material is Boraflex, a polymeric matrix containing B C.
Elements consisting of 0.070-inch-thick Boraflex with 0.075-inch-thick stkinless steel cladding are the structural members of the racks. Cruciform, tee, and ell shaped elements are machine-welded to form cells for holding fuel assemblics.
l A total of 2305 storage locations are provided. Three reports by the manu-facturer of Boraflex describe the material physical properties and tests performed to demonstrate its properties. The reports are available from the LPM. Applicant said this material has been approved by the NRC for use in Point Beach and Nine Mile Point reactors.
Mr. W. Pasedag of the NRC advised applicant of questions raised by the ASLB at the Salem public hearir,g regarding consequences of losing all water in the pool. Staff's consulcant, Sandia, evaluated cooling in air to determine if there were any difference between high-density storage and low density storage. Under sane conditions of high-density storage, melting is calculated, with a consequent higher release of radi,oactive elements.
