Governor Francis W. Sargent has asked that I reply to your recent letter pertaining to certain coordinating functions between the United States Atomic Energy Commission and the various states on the environmental aspects relating to proposed nuclear power reactors.

Coordination efforts within the Commonwealth of Massachusetts are under the operational control of the Department of Natural Resources. Thus correspondance in this regard, in-cluding environmental reports, can be addressed to Arthur W.

Brownell, Commissioner of Natural Resources, Department of Natural Resources, 100 Cambridge Street, Boston, Mass. 02202.

The agency authorized to issue water quality certification for the Commonwealth of Massachusetts is the Water Resources Commission, Leverett Saltonstall Building, 100 Cambridge Street, Boston, Mass. O22O2. The Commissioner of Natural Resources, Arthur W.

Brownell, is Chairman of the Water Resources Commission.

I appreciate the offer to have your staff meet with certain State personnel for a briefing on AEC's program for licensing and regulation of nuclear facilities and re-lated matters. I am sure several of the concerned State agencies and other concerned parties will gain a great deal from a meeting of this nature. I will be glad to arrange the details of such a meeting if you desire, and suggest that early in November will be an appropriate timc.
