Dear Sir:
In response to Reference (a) Boston Edison Co. herein provides the requested infomation concerning its scram system.
Item (1)
The results of any reassessment of your present scram system to confirm con-formance with the General Design Criteria (Appendix A to 10 CFR 50).
Response to Item (1)
Boston Edison Company has perfomed a reassessment of Pilgrim Station's present scram system and the results of this analysis has been provided to the NRC in the series of letters which responded to I&E Bulletin #80-17 and its supplements.
As discussed in Reference (b) the design of the scram system at Pilgrim Station is somewhat atypical for a BWR-3.
Pilgrim's scram system has continuous atmospheric venting of the scram discharge volume with dedicated vent and drain valves. This design limits the number of plausible system interactions with adverse consequences and provides BECo management with reasonable assurance of continued reliable operation in the short term.

Boston Edison Company is an active participant in the BWR Owners' Group Scram Discharge Volume Subgroup and has assisted in developing additional scram system design and performance criteria in cooperation with the NRC Staff's Browns Ferry Task Force.
In support of this effort BECo is developing a conceptual design in conjunction with the evolving final criteria. The final detailed engineering design and procurement schedule shall be available subsequent to the publication of the long tenn criteria.
Boston Edison Company will ensure that Pilgrim's scram system meets the final design criteria on a schedule contingent upon equipment availability and planned unit outages.
Item (3)
Whether you intend to provide by December 15, 1980, the results of the above reevaluation (including required modifications) along with a schedule for implementation.
If not, why not.
Response to Item (3)
The availability of the results of the scram system' reevaluation are contingent upon the publication of the Owner's Group final criteria and our review of the INP0-NSAC report. However, Boston Edison Company will make every effort to provide the NRC with the results of the scram system reevaluation and a schedule for implementation to support your December 15, 1980 objective.
Boston Edison Company concurs with the NRC Staff's belief that further hardware and procedural changes will be required to assure adequate long tenn scram system reliability and feel our actions and comitments reflect our position. Our staff is available to discuss our proposed modifications with your staff or to answer any further questions you may have on this subject.
