Dear Senator Long:

Thank you for your letter dated October 13, 1980 enclosing correspondence from your constituent, John Courtney, requesting a resumption of the GESMO proceeding by the Nuclear Regulatory Comission.

The acronym GESMO stands for the Generic Environmental Statement on Mixed Oxide Fuel.

Tha GESMO proceeding was undertaken in the mid-1970's in order to provide a basis for any regulations covering the use of recycle plutonium in mixed oxide fuel in light water reactors.

The GESMO review would also provide the basis for the licensing of a commercial fuel eprocessing plant.

Eecause of the widespread interest in reprocessing, the Nuclear Regulatory Comission appointed a special panel to receive testimony on GESMO.

Seventy-three parties were admitted as participants to the proceeding before it was halted in December 1977 to allow for further international study.

Following completion of the International Nuclear Fuel Cycle Evalua-tion, the NRC this sumer solicited public coments on whether or not the GESMO proceeding should be resumed. The Cc=ission is currently in the process of evaluating the coments received.

We appreciate receiving Mr. Courtney's coments, which will be taken into account in the Comission's review of this matter.
