The thrust of the proposed letter is to explain in detail what the NRC Is @

doing. However, the letter is not responsive to Mr. Miller's main concern @
$7 which is lack of citizen participation in the planning process.
If this v
is a purely local' responsibility, i.e., to obtain citizens views, we should j
say so directly.
If not, we should recast the letter to indicate that we

are taking cognizance of his views, and therefore, he is getting input to.pwhd'c the process.
.u.4.tb c. u-In addition to the detail about how the NRC reviews emergency plans in accordance with regulatory requirements, I suggest that the main thrust of the letter should be developed around the theme of how fir. Miller's group is obtaining citizen participation.
For example, to demonstrate to Iir. Miller that he is getting citizen input, I would have the letter making the points tha t: (1) the NRC is looking into the issues raised in "your" [Mr. Miller's]
letter, (2) we are calling "your" concerns to the attention of FEliA and local organizations responsible for offsite planning, and (3) we suggest "you" ask local organization responsible for offsite emergency planning to meet with your*
group.
