SUMMARY

Investigation on August 6-7, 1980, Report No. 99900509/80-04 Area Investigated: Allegation that an individual employed by Stone & Webster Engineering Corporation (S&W) is not qualified. This investigatien involved six investigator man-hours by one N?.C investigator.

Results: Allegation that an individual employed by S&W is not qualified was confirmed.

2 INTRODUCTION Stone & Webster Engineering Corporation (S&W), located in Boston, Massachusetts, is an architect / engineer firm engaged in the design and related activities of nuclear power plants.

_ REASON FOR INVESTIGATION On or about July 21, 1980, the U. S. Nuclear Regulatory Commission, Washington, D. C., received a letter from an anonymous source alleging that an individual employed by S&W in the Engineering Department is not qualified.

SUMMARY

OF FACTS On July 31, 1980, the Division of Reactor Construction Inspection, IE:HQ, forwarded a copy of a letter from an anonymous source that identified an individual currently assigned to the Piping and Engineering Department of S&W as being unqualified. The letter alleges the following specific allegation.

That :n individual obtained employment with S&W, as an engineer, in the Stress Analysis Department, working on nuclear piping systems, and is unqualified in that the individual's education and employment background is completely false.

Investigation of Allegation Allegation That an individual (hereinafter referred to as Individual A) obtained employment with S&W as an engineer in the Stress Analysis Department, working on nuclear piping systems, and is unqualified in that the indi-dual's education and employment background is completely false.

Investigative Findings On August 6,1980, Mr. W. F. Allen was interviewed concerning the allega-tions set forth in an enonymous letter (Document 1).

Mr. Allen advised that S&W had taken immediate corrective action concerning the allegation.

Mr. Allen advised that he had arranged a meeting on August 7,- 1980, for the NRC Investigator to talk with his personnel manager and his engineering manager..

Interview of Senior Personnel Manager On August 7,1980, Mr. Emerson F. Haslam, Jr., Senior Personnel Manager, S&W, Boston, Massachusetts, was interviewed.

Mr. Haslam explained that Individual A was employedby S&W from April 6, 1980 to July 23, 1980, as an engineer assigned to the Stress Analysis / Design Department.

Mr. Haslam explained that on July 21, 1980, he received a letter from an anonymous source claiming that Individual A had submitted falsified resume and application for employment.

Mr. Haslam remarked that Individual A was

4 hired through an employment agency identified as CDI Corporation, Boston, Massachusetts.

Mr. Haslam explained he called the employment agency to determine if Oay had conducted verification of Individual A's employment and background.

Mr. Haslam advised that the employment agency admitted they had not conducted any reference checks, such as education or employ-ment, concerning Individual A's resume.

Mr. Haslam advised that S&W initiated their own verification procedures and were unable to confirm anything on the questioned resume / application.

Mr. Haslam advised that at 9:30 a.m. on July 23, 1980, Individual A was interviewed by S&W persoanel at which time Individual A admitted falsifying all entries, including education and employment, on the resume and application submitted to CDI Corporation and S&W.

Individual A claimed that medical payments and a blood disorder, along with rising living costs, was the motivation to seek employment at the highest possible salary and position available.

Mr. Haslam advised that Individual A was terminated at 10:00 a*.m., July 23, 1980.

Mr. Haslam provided a confidential memorandum regarding S&W's investigation into this matter (Document 2).

Mr. Haslam advised that S&W had hired approximately 85 personnel from the CDI employment agency and advised that S&W is in the process of verifying all resumes and applica-tions of these individuals.

Mr. Haslam agreed that upon the completion of S&W's verification process he would provide NRC with the results.

Interview of Stone & Webster Engineering Manager On August 7,1980, Mr. Donald T. King, Engineering Manager, S&W was inte rviewed.

Mr. King stated that Individual A was assigned various organizational and general filing tasks in addition to developing a formal calculation on one project.

Mr. King advised that initially Individual A was given a sample problem and completed the sample problem satisfactorily.

Subsequently, Individual A was provided two projects to work :n, concerning Surry Nuclear Units 1 and 2 located near Newport News, Virginia.

Mr. King explained Individual A only worked on one of the p'ro-jects for about two days and work was totally set aside (eliminated).

Mr. King explained that the other project that Individual A worked on, had not progressed to the checker review level nor the independent review level.

Mr. King emphasized that all of Individual A's work would be re-viewed by qualified engineers, adding that he is confident that due to the two levels of review, that any questionable work performed by Indivi-dual A would have been immediately identified at the first level, not to mention the second level of review.

Mr. King provided a performance memorandum of Individual A's work with an attached summary of calculations of work performed (Document 3).

Exit Meeting On August 7, 1980, Mr. V. F. Allen (supra) was contacted in his office and concurred with the verification of employment, education and certification of the background of approximately 85 personnel hired by S&W through the CDI Corporation.

Mr. Allen agreed to provide NRC the results of their independent verification checks of the approximate 85 employee resumes under review.

Status of Investigation This investigation is closed. Any further action by NRC in the catter will be based upon the results of S&W's internal personnel qualification investi-gation.
