50-455, 50-456, and 50-457 are hereby amended by submittal of Amendment No. 28 pursuant to Section 50.34 of 10 CFR 50.

addition to voluntary text and response revisions, this amendment.

contains Commonwealth Edison Company responses to a portion of' the additional first round questions gt'n eted by the NRC Staff in References (a).and (b).

Also, a change to Appendix A, Regulatory Guide 1.58, is included to satisfy an item raised in Reference (c).

Commonwealth ~ Edison requests that the NRC Staf f concur with this change to the. guide to resolve this item.
