Dear Mr. Youngblood:
The purpose of this transmittal is to inform you of our intention to rely on nuclear heat addition in the performance of the hot hydrostatic test on LaSalle County Station Units 1 and 2.
It is judged that this is compatible with the current NRC position wnich was provided as a part of tne generic - review of General Electric Topical Report NEDO-21778, " Transient Pressure Rises Af fecting Fracture Toughness Requirements for Boiling dater Reactors".
Notification of acceptance of that report is occumenteo in Reference (a).
It is our uncerstanding that Reference (a) made the following acknowledgements upon which ne case our intention to employ nuclear heat for the hot hydrotest:
1.

Paragrapn IV.A.2.c (1973) is not directly applicable to BWR plants.
2.
Alternately, an appropriate minimum P-T curve is acceptable for BWR's, wnich would provide for heat-up by nuclear means until the hydrotest temperature is reached.
3.
NRC will allow nulear heat-up to perform tne not hydrotes'., on the condition tnat all control rcos are fully inserted during tne test.
It is our expectation that you ackncaledge the acceptability of our intended use of nuclear heat limited as discusseo in Item 3 aoove to the LaSalle County hot hycrotests.
Toolcal Report NEDO-21778 upon wnich our position is based is referenced in the LaSalle County FSAR Section 5.2.3.3.1 " Compliance \\g With Cooe Requirements".
