Dear Dr. Terrell:
In regard to your telephone conversation with Hal Bernard, the following is a listing and explanation of the material that should be included in your license renewal:
1.
Technical Specifications: Although you indicated these were an updated revision of the Technical Specifications, they do not include the " Bases" for the performance constraints that were noted. Enclosed is a copy of the Technical Specifications from Memphis State which you can use as an example.
In order not to delay the review of your application any longer, we will utilize the existing Technical Specifications submitted for the funda-mental information but will expect to receive an updated revision before the review is completed.
2.
Safety Analysis Report (SAR): Your original SAR should be updated to include the proposed increase in power and the new environmental conditions imposed by developments at the University. Enclosed is a copy of your 1958 application which included aspects of the SAR.
The updated SAR should include an analyses of a potential accident scenario which in your opinion has a probability of occurrence albeit very low.
3.
Financial Statement: A statement from the University regarding adequacy of funding for the licensing period.
4.
Physical Security Plans: As I understand it, these have been submitted and you are awaiting a reply.
5.
Emergency Planning: You must include a planning document for handling a postulated accident (s) situation involving the reactor, the students, the staff, the University and the community.

Enclosed is a sample emergency plan for your consideration. Also we have enclosed some background material (some of which you received in 1978) that we are supplying to licensees who are about to submit renewals.
