Dear Mr. Power:
This is in response to your letter dated October 1,1980 in which you requested, pursuant to the Freedom of Information Act, a copy of the first recurd located which contains information identifying the date when, and the authority by which, an employee of the Nuclear Regulatory Commission (NRC) discarded the March 24, 1976 issue of NRC's " Weekly Highlights" publication.
J We apologize for any misunderstanding related to your previous requests and hope that this letter will clarify the matter to your satisfaction.
The Division of Safeguards responded to your original Freedom of Information Act request for documents regarding meetings between our staff and members of the Private Security Advisory Council by forwarding a copy of that portion of the Contingency Planning Branch's Weekly Highlights Report that addressed one such meeting.
The remainder of the Highlights Report dealt with other Branch activities that did not relate to the subject of your request. Furthermore, this report was an informal document prepared solely for the information of the Division Director and the Division Branch Chiefs.
There was never any official NRC requirement for the preparation, maintenance or disposition of this report.
In your October 1,1980 letter, you referred to this report as NRC's " Weekly Highlights" publication, however, NRC's Weekly Highlights Report is an entirely different document.
It is titled the NRC Weekly Information Report; it addresses activities throughout all of NRC; and, it is filed in the Public Document Room.
In addition, the Division of Safeguards reorganized in January of 1979 and the. Contingency Planning Branch was disbanded. The official Branch files were appropriately transferred to other Branches in the Division.
Some of the unofficial files were destroyed at that time while other files were maintained by certain individuals for reference purposes.

f Branch's Weekly Highlights Report was located in the personal files of a member of the staff during our search for documents pertinent to your
. original request. After responding to you, these files were reviewed and some of the documents were destroyed.
Please note that this was done before you requested copies of all issues for 1974, 1975, and 1976.
1 Our sole purpose was to eliminate the maintenance of documents that no longer, served any useful purpose.
