On_ Sept a bar 9, 1980, you requested that we identify the hydrologic engineering needs of this agency which could be addressed by the Hydrology Committee of the U.S. Water Resources CoQncil.

In addition, you asked for some expression of the support which this agency would be prepared to provide to the Hydrology Ccamittee.

As you know, this agency-has been an invited member of the Comittee since June 1976. We have supported Work Groups within the Committee dealing with flood flow frequency from ungaged watersheds and the assessment of hurricane surge prediction models. Most recently, Mr. William S. Bivins of HRC served as Chairman of the Caamittee.

Much of the previous work of the Hydmlogy Comittee is of direct benefit to the Nuclear Regulatory Cossaission.

In addition to efforts mentioned above, beneficial material include the bulletin on flood flow frequency estimates from gaged watersheds and groundwater monitoring.

In addition to the guidelines mentioned above, we believe that the existence of the Hydrology Constittee provides an excellent forum for the If it served exchange of infomation among professional hydrologists.

Coordinate, recommend and assess storm surge data collection programs.

This is a logical follow-on to the storm surge model evaluation previously completed and would allow a concerted effort at data collection for the validation of such models.

2.

Continuing the effort Jr. storm surge modeling, the Hydrology Committee could establish a recommended storm surge estimate methodology similar to the flood flow frequency guidelines.

3.

Provide a center of excellence to update, improve and revise hurricane surge models.

4.

Develop procedures and/or guidelines to analyze floods caused by dam failures.
