This letter constitutes our formal reply to the subject inspection report.
It is our opinion that nothing in the report or in this letter is of a proprietary nature.
Our response to the item of noncompliance cited in Appendix "A" of the report is as follows:
1.
Corrective Action Taken and Results Achieved The Wm. H. Zimer FSAR, Quality Assurance Manual, and Quality ' Assurance Procedures are being revised to reflect the current Quality Assurance Program organization. A draft of the revised FSAR Chapter 17.1 will be submitted to the Licensing and Envimnmental Affairs Department of CG&E by October 15, 1980.
Based on this schedule, it is expected that an amendment to the FSAR can be formally filed with NRR by November 7,1980.
The appropriate revisions to the CG&E QA Manual will be I
completed and the manual reissued by October 31, 1980.
The revisions to the CG&E QA Procedures will be completed by December 1,1980.
The Henry J. Kaiser Company Quaiity Assurance Mantal Is being revised to reflect the current CG&E policies regarding the administration of Quality Assurance activities. This revision is currently in a draft status and requires:

Mr. Gaston Fiorelli U.S. Nuclear Regulatory Commission Region III October 1, 1980 - QA-1345 Page 2 Inspection Agency as required to maintain the ASME Certificates of Authorization and (2) review and approval of Henry J. Kaiser Corporate personnel prior to implementation.
The full approval and implementation of the revised Henry J. Kaiser Lompany Quality Assurance Manual is expected by October 31, 1980.

Corrective Action to be Taken to Avoid Further Noncompliance Any significant changes to the Quality Assurance Program that occur in the future will be documented by a revision to the FSAR.
Upon receipt of approval of the FSAR revision, the Quality Assurance Manual and implementing procedures will be revised to reflect tha change.
Quality Assurance Manual changes may be implemented if they are consistent with FSAR requirements.
3.
Date When Full Compliance Will Be Achieved Full compliance will occur when the FSAR revision is reviewed and accepted by the NRC Of fice of Nuclear Reactor Regulation.
Such time is beyond the control of CG&E.
