Your letter of June 18, 1980 on IE Bulletin 80-15 (Possible Loss of Emergency !!otification System (ENS) With Loss of Off-Site Pcwer) 2)
My letter of July 7,1980, same subject.
W. J. Ccoley of your staff called on September 22, 1980 and pointed out that my letter of July 7,1980 had not been " signed under oath or affirmation", as required by IE Bulletin No. 80-15.
Therefore, my July 7,1980 letter is hereby repeated below, and signed in the presence of a fictary Public.
Exxon fluclear Company has taken the following actions as required by IE Eulletin 30-15:
1.
Recuirement - Within 10 days of the date of this Bulletin, verify by direct inspection, in conjunction with the appropriate telephone company representative, that the ENS at your facility is powered in the manner described in the two enclosures.
Action - Enclosure i states that the EMS at Exxcn Nuclear is powered by tne local telephone company. On June 24, 1980, RH Purcell, Manager Auxiliary Operations physically inspected the ENS equipment located at the General Telephone Company North Richland Central Office.
The Ells equipment is located in the main equipment racks of the Central Office and is powered by the 48 valt DC batteries of the Central Office. There is not a separate 110 volt AC pcwered station package as implied by the Bulletin. Normal power is fed through an inverter to recharge the batteries. An emergency diesel generator is located at the Central Office and will automatically start upon the loss of normal power. Routine test data for this emergency generator were reviewed.

O RH Engelken Page 2 September 22, 1580 The telephone cables from the Central Office go directly to the non-dial ENS telephones at Exxos Nuclear Facilities with all power being provided frca the Central Office.

Recuirement - Those facilities which have s'tation packages requiring on-site power, but which are not connected to a safeguards instru-mentation bus which is backed up by batteries and an inverter or equally reliable power suoply, shall make necessary modifications t
and provide such a connection.
Action - This requirement is not applicable as all power is supplied at the General Telephone Company Central Office.
3.
Reauirement - All facilities are to develop and conduct a test, witnin 60 days of the issuance of this Bulletin to verify that all extensions of the ENS located at your facility (ies) would remain fully operable from the facility (ies) to the NRC Operations Center in the event of a loss of off-site power to your facility (fes).
This is not intended to mean that an actual loss of off-site power be executed.
Acticn - This requirement is not applicable as all pcwer is supplied by tne Generai Telephone Company Central Office.
The only things located on-site are the extension telephones and the ends of the telephone cables leading from the site to the Central Office.
The ENS equipment is completely. independent of the site telephone i
system.
4 Recuirement - If it is determined that a station package requiring on-site power is not connected to a safeguards instrumentation bus backed uo by automatic transfer to batteries and an inverter or an equally reliable power supply, notify the NRC Operations Center via the EMS within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> after such determination.

Recuirement - Prepare and issue an administrative procedure or cirective wnich requires notification to the NRC Operations Center

by commercial telephone or relayed message within one hour of the time that one or more extensions of the Eris located at your facility (ies) is. subsequently found to be inoperable for any reason.
Action - Security Order tio. 34 was issued on July 3,1980 to require sucn notification.
6.
Recuirement - Provide a written report, within 75 days of issuance of tnis Sulletin, describing the result of the reviews required by items 1 and 2 above, the results of the testing required by item 3 and the procedures required by item 5.
Action - This letter'is the required written report.
