RESPONSE TO D. G. EISENHUT'S LETTER DATED OCTOBER 1, 1980, TO ALL BWR LICENSEES BWR SCRAM SYSTEM BROWNS FERRY NUCLEAR PLANT Item 1 The results of any reassessment of your present scram system to confirm conformance with the General Design Criteria ( Appendix A to 10 CFR 50).
TVA Response TVA has reviewed the present scram system with special attention focused on the scram discharge volume and drain system.
In principle, the present system design is functionally adequate, particularly as augmented by the additional ultrasonic monitoring of the discharge volumes. We have, however, identified areas which warrant improvement to increase the overall reliability of the system. Accordingly, TVA is proceeding to finalize the design of the modification and procure equipment for installation.
Item 2 Whether you intend to reevaluate your present scram system and modify it as necessary to meet the additional design and performance criteria developed by the Owners' Subgrouo.
If not, what criteria will be used to judge the adequacy of your present scram system?
TVA Response TVA has reevaluated the present scram system at Browns Ferry and intends to make several modifications to the system. This werk has been done independently of the owners' group. We believe that our design for the modified scram system will meet all of the criteria developed by the owners' subgroup.
TVA has participated (i.e., review and comment) in the BWR Owners' Group development of design and performance criteria for the BWR scram system. However, the charter of the BWR Owners' Group allows a large degree of flexibility in the resolution and implementation of issues.
Even though utilities cooperate in developing the owners' group oosition on various issues, the owners' group position is not binding on each utility, thereby allowing each utility to take excer* ton to the final resolution. Therefore, because the owners' subgroup criteria currently being developed in conjunction with the NRC is of a preliminary nature, we believe that it is inappropriate to make a commitment to adhere strictly to the owners' subgroup criteria at this time. When the criteria has been issued in its final form, TVA will either commit to meeting the criteria or explain any difference between our design and the owners' group criteria.
