Dear Mr. Reid:
On December 7, 1979, (Serial No. 562) Toledo Edisoa committed to an electrical bus voltage test program at the Davis-Besse Nuclear Power Station, Unit 1.
Phase I testing was to be completed prior to the end of the first scheduled refueling outage.
One test of the series must be postponed.
Specifically, Test Case 12121 involved monitoring bus voltages during a reactor coolant pump motor start with one startup and two bus-tie transformers.in se rvice.
This test cannot be perfor=ed until Toledo Edison's request for a undervoltage circuit bypass is approved. This was requested via a technical specification change request dated March 23, 1979 to the NRC.
This test will be rescheduled at the next planned outage of sufficient length after approval of our request.
