SUBJECT:

COMMENT ON PROPOSED REVISION 1 TO REGULATORY GUIDE 1.23 We have reviewed the proposed Revision 1 to Regulatory Guide 1.23, " Meteorological Programs in Support of Nuclear Power Plants," September 1980 (Division 1 Task SS 926-9). We have one comment regarding Section 7 of the Regulatory Guide which is headed " Quality Assurance." Since Section 7 makes reference to Regulatory Guide 1.33 regarding quality assurance for operation, we believe reference should also be made to Regulatory Guide 1.28 regarding quality assurance for design and construction since meteorological data are required long befo're plant operation.
