UNSOLICITED PROPOSAL FR m THE OHIO STATE UNIVERSITY STITLED "DEVEIDPMENT, EVALUATION MD ANALYSIS OF MM'AL REQUALIFICATION EXMENATIOtS" DOC NLHBER 80-563 We have reviewed the subject proposal. We find that the preposal could make a significant contribution to the OLB mission.
The proposal presents a unique solution to the administration of the requal-ification examinations. We also find that the Chio State thiversity has the capabilities to acheive the objectives of the proposal.
However, we have contracted for a Study of the Requiremnts for Operator Licensing, NRC-03-80-117, with Analysis and Technology. We believe it is appropriate for us to review the recomendations of that study prior to initiating any further contracts in this area.
In addition, we do not believe we could justify nonempetitive procurenent for this effort.
