This letter is in response to your letter to All BUR Licensees dated October 1, 1980 which concerns BUR scram systems.
Philadelphia Electric Company is a nember of the BUR Owners Group and is participating in the Sub-Croup which is addressing the long-term scran systen reliability.
This participation consists of review of and comment on the criteria being developed, and attendance of selected meetings.
Our response to the three specific items contained in your letter are as follows:

The results of any reassessnent of your present scram system to confirm confornance with the General Design Criteria (Appendix A to 10 CFR 50).
Response
We have reassessed our present scram discharge and instrument volumes and find the design to be in accordance with the Cencral Design Criteria in Appendix A to 10 CFR 50.

i We will reevaluate our present scram system against the design and performance criteria developed by the BUR Owners Group when it _becomes available.
At this time we expect our evaluation and modifications to be in concert with the critoria presently under development by the Owners Group.

results of the above reevaluation (including required modifications) along with a schedule for implenentation.

Response
The results of this evaluation, including any proposed modifications, and a schedule for implementation will be submitted to the MRC by December 15, 1980, contingent upon the timely publication of the BUR Owners Group criteria.
