Pursuant to the Millstone Environmental Technical Specifications, Section 2.4, Northeast tiuclear Energy Company hereby forwards the following report regarding late performance of the off-gas hydrogen analyzer weekly calibration check surveillance.

Environmental Technical Specification 2.4.2.3.H requires prompt reporting of this occurrence; the occurrence was inadvertently classified as 30-day reportable. The flRC Resident Inspector was notified of this occurrence within one hour of discovery.

PROVISIONAL LICENSE fiUMBER DPR-21 DOCKET NUMBER 50-245 IDENTIFICATION OF OCCURRENCE A routine' surveillance regarding t'he' calibration and accuracy of the Off-Gas Hydrogen Analyzers was not performed within the required time interval.

CONDITIONS PRIOR TO OCCURRENCE Prior to the occurrence the plant was operating at a' steady state power level of 93 oercent.

DESCRIPTION OF OCCURRENCE On September 22,1980, at 0840 hours0.00972 days <br />0.233 hours <br />0.00139 weeks <br />3.1962e-4 months <br />, it was discovered that the off-gas hydrogen analyzer weekly calibration check surveillance had not been performed within the required time interval (ETS 2.4.3.3.G).

This surveillance was required to be performed on September 18, 1980; the surveillance was completed'on September 19, 1980.

APPARENT CAUSE OF OCCURRENCE The cause of the subject surveillance to be performed one day late was due to a scheduling oversight.

ANALYSIS OF 0CCURRENCE The off-gas hydrogen analyzers are provided to alert the reactor operators of potential off-gas recombiner malfunctions and to provide a method to verify that off-gas hydrogen concentrations downstream of the off-gas recombiners are maintained within a safe lev 31.

Failure to perform the

. subject surveillance within the required time period did not result in degradation of the monitoring function of the off-gas hydrogen. analyzers.

The surveillance that was performed during the previous time period as i

well as the surveillance in question that was performed one day late demonstrated that the hydrogen analyzer response was within the bounds of the acceptance criteria.

CORRECTIVE ACTION The subject surveillance that was required to be pe'rformed.on September 18, 1980, was successfully completed on September 19, 1980. ~ Technicians have
