SUMMARY

OF MEETING HELD ON SEPTEMBER 26, 1980 TO DISCUSS TECHNICAL SPECIFICATIONS 1.

General Representatives of the NRC staff and the applicant met on September 26, 1980 to discuss the proposed Technical Specifications for the facility.

The meeting was held at the Phillips Building in Bethesda, Maryland.

A list of attendees is included in the Enclosure.

2.

Purpose The purpose of the meeting was to review changes which the applicant proposed to the Technical Specifications issued by the NRC staff to the applicant for comments.

3.

Discussion A review was conducted of the individual changes proposed by the applicant except for those dealing with administrative procedures.

Most of the comments were accepted by the staff. We noted that the applicant could request a formal review by the staff for those changes not accepted. The applicant agreed to meet again with the Licensee Qualification Branch reviewer, J. Snell on October 9,1980 to discuss the administrative procedures.

P. Hearn of CSB discussed the problems associated with the Technical Specification on purging.

He pointed out that unlimited purging (even through the six inch line) was now considered unacceptable. CSB has design changes under consideration that could pennit unlimited purging.

This matter needs to be resolved in order to finalize the area of the Technical Specifications.

Meeting on administrative procedures - 10/8/80.

NRC staff send proof and review copy of Technical Specification to applicant in 3-4 weeks.

Applicant comments to NRC staff 1 week after receipt of proof and review copy.

5.

Distribute to staff reviewers 1 week after receipt of applicant comments.
