Dear Congressman HamH ton:

I c:n pleased to respond to your amorandu:n regarding a Federal Training Facility dated August 22, 1980. My reply is addressed to the training of melear power plant personml.

The SRC issues regulations and Regulatory Guides that set forth criteria and provide guidance to utilities regarding qualifications for and training of nuclear power plant personnel. The utilities are responsible for providing.the necessary training to assure their personnel met our recuirem nts. As pm of our review of a utility's application to operate a cuclear power plant, we assure that the trainiq programs neet our requirs:e.nts.

In rest cases, utilities utilize central training centers operated by the reactor vendors. We are presently studying ways to improve the training of melear power plant persomel. Toward this end, we are planning to establish accreditation procedures and criteria for these training cente s.

Ecwever, based on our studies to date, we do not intend to establish Federal Training Facilities.
