Dear Dr. C.tyder:

- r.4.

- w

-0ur organization, which has more.than 175 members in northwest tiew g

~

Oersey, has recently been made aware that the 'Sc has limited the public coment

- pariod on its draf t programmatic Environmental ImpactcStatement for the cleanup'of Three Mile -Island Unit 2'to only 45 days, a period that we believe

{\\

il ci

. is much too7short. In our view the comment period should'be extended to a.-

minimum.of 90 days.

.' 'J

^

We' believe-45 days is not enough time for the masssive document to be I

- disseminated and reviamed. Af terall, it took the PSC eight months to cut h

the 550-page. report together. To ask the public, which lacks the technical 4-N expertise available to the NRC,.to digest and comment on the pEIS in only 45 ~

j days is absurd.

1 w

[

. Not only are me asking you to extend the public comment period, we' also want the NRC to hold public hestings befare a final pCIS is completad.

L This document is certainly in accord with Council on Eiwironmental Cuality i

~

-i regulations,. which call for public hearings Jian there is "substansial-

~ environmental controversy concerning the proposed action."

The cleanup of TMI Unit'2 is f ar t'oc important to the health and safety i,

+ -

of; people -living in central pennsylvania and to the future of nuclear power g

to proceed hastily.

Dear Dr. Snyder:

We are requesting an extension a the public comment period 1

i

(

ort (NUREG - 0683) Draft-Programmatic Environmental Impact State-1 ment.

We ask that the period be eJ: tended from 45 days to 180 days.

Inasmuch as it t,'ok 8 months to prepare this statement, we feel this longer commeetary period is necessary for citizens' s

groups and their expert.1 to analyze the voltaninous technical

.and scientific data rela ting to such extensive issues as the storage, processing and cransportation of radioactive wastes, and. decontamination of.* he damaged reactor.

c-Since.it has tr. ken over a year since the accident to simply

@in entrance to the crippled reactors since

.ng to cleanup of SEI-are -still-inconclusive,your findinCs relat-and-- especially.

since the ratepayers and residents of~SEI are shouldering a financial.and peychological burden unprecedented-in the history A

of nuclear Power, an ' extension of time for citizen input is 4

absolutely essential ~ on these matters.
