1 T* human errors experienced at.Three illie Island stemmed in part from the in-co. rect interpretatio~n of reactor coolant systen instrumentation. Operator training had not previously addrecsed the system and operator response to the set of conditions experienced during the !! arch 23, 1979, transient. As a re-sult. all licensed operators at Babcock and liticox facilities received special training and a written examination on the transient. Additionally, these opera-tors attended. training sessions on the Dabcock and Wilcox simulator to reinforce i-the operator response required during similar transient situations. All train-ing was completed before operators could resume their duties during power opera-tions.

Long-term commitments on operator training and licensing are. being developed by HRC's Operating Licensing. Branch.
