0FFICE OF INSPECTION AND ENFORCEMENT EN-80 49 NOTIFICATION OF SIGNIFICANT ENFORCEMENT ACTION Licensee:

Arkansas Power and Light Company, Little Rock, Arkansas Docket Nos. 50-313 & 50-368 (License Nos. OPR-51 & NPF-6)

(Arkansas Nuclear One, Units 1 and 2)

Subject:

PROPOSED IMPOSITION OF CIVIL PENALTIES - $21,500 This is to inform the Commission tha't a Notice of Violation'and a' Notice of Propos'ed Imposition of Civil Penalties in the amount of Twenty-one Thousand Five Hundred Dollars will be issued on or about October 20, 1980, to Arkansas Power and Light Company.

This action is based on alleged items of noncom-pliance relating to the licensee's_ continuing failure to effectively implement '-

' management controls over several of their activities and failure to take prompt corrective action in the area of training regarding items of noncompliance identified during previous inspections.

A news release has been prepared and will be issued about the time the licensee receives the Notices. The State of Arkansas will be notified.

It should be noted that the licensee has not been specifically informed of the enforcement. action.

The schedule of issuance and notification is:
